68 of 177 expiring contracts drew one offer last time

We took the largest federal contracts in 9 NAICS codes whose period of performance ends within 18 months, then looked up how many offers the government received the last time that work was awarded. Of the 177 awards where a count was reported, 68 drew exactly one offer — the outcome was settled before the solicitation posted. The rate is nowhere near uniform: 5 of 24 in NAICS 236220, against 15 of 21 in NAICS 561730. Which code you work in changes how much of your pipeline is real.

Where the numbers come from

Every field is public. The contract list and end dates come from USAspending's award search; the offer count, competition type and set-aside come from each award's latest procurement transaction, which is FPDS data. Nothing is estimated and nothing is scraped from a paid service. You can check any line by searching the award ID on usaspending.gov.

Read the counts honestly: each table covers awards between $250,000 and $20,000,000, taken largest first, so these are the biggest expiring contracts in a code rather than a census of all of them. Awards where the government reported no offer count are excluded from the single-offer figures and shown separately on each page. The sample is 9 codes, not the whole of federal procurement.
